Working for the Taylorsville-Bennion Improvement District (TBID), Newman Construction installed approximately 10,000 linear feet of 36-inch HDPE culinary transmission waterline through Taylorsville and Murray, completing one of the region's most complex water infrastructure improvements months ahead of schedule.

When the original design called for open-cut excavation across two Jordan River crossings, Newman proposed an alternative: horizontal directional drilling beneath the river. The innovative approach minimized environmental impacts, reduced disruption to the Jordan River Parkway Trail and surrounding communities, and helped accelerate the overall construction schedule by several months.

A Complex Project Beyond the River Crossing

While the Jordan River crossings became one of the project's defining features, they represented only a portion of the overall work.

The project included:

• Installation of 10,000 linear feet of 36-inch HDPE culinary transmission waterline
• Multiple connections to existing 24-inch, 16-inch, and 12-inch water mains
• Construction of a new metering vault with chemical feed connections
• Installation of multiple air-vac structures
• Numerous roadway crossings along busy transportation corridors

Throughout construction, Newman coordinated work with Taylorsville City, Murray City, UDOT, Salt Lake County, Rocky Mountain Power, and the Taylorsville-Bennion Improvement District while maintaining access along the Jordan River Parkway Trail and minimizing impacts to nearby residents and businesses.

Innovation That Saved Time

The two Jordan River crossings presented one of the project's greatest engineering challenges.

Rather than excavating through the river channel as originally planned, Newman worked with the owner to develop a directional drilling solution that allowed the new transmission main to be installed beneath the river with minimal environmental disturbance. Newman partnered with NPL Construction, a Centuri Company, to complete the horizontal directional drilling while providing overall project management, hydro excavation, pipe handling, excavation support, and construction coordination throughout the operation.

The result was a cleaner installation, reduced environmental impact, fewer disruptions to the surrounding community—and a project that reached substantial completion approximately seven months ahead of the original contract schedule.

Working across multiple jurisdictions, utility corridors, roadway crossings, and public infrastructure demanded careful planning and constant communication. From navigating Rocky Mountain Power easements to coordinating traffic impacts and connecting to existing transmission infrastructure, the Newman team successfully delivered a critical improvement that will strengthen water service throughout the district for decades to come.
